There are tons of these being parted on eBay yearly. See if you can buy a frame with a title I've sold them in the past that way. You can then either swap everything over into the frame with a VIN or you can just stamp the characters into the old frame that are on the title.
I know you can do this, it happens everyday on eBay. I don't know about the legality of it, but if I can get a frame with a clean title I see nothing wrong.
